Games native resolution

I am currently experiencing issues trying to lauch games in any other resolution that is not native. The game either stays in window mode which is a quater of my screen or drops down to the task bar and will not resume only playing sound.

I currently run my pc on a 4k screen but my card is not powerful enough to run games at this resolution so i opt for p or p depending on the best fps. I can not get my head around why it has all of a sudden become a problem and was wondering if there was a permant fix without the scaling and if microsoft were going to address the issue?
